Nancy L. Moureau, RN, PhD, BSN, CRNI, CPUI, VA-BC, is the Chief Executive Officer and Educational Specialist for PICC Excellence, Inc., which provides education, consulting, and research on vascular access devices.
Dr. Moureau is an internationally recognized expert on Peripherally Inserted Central Catheters and issues of vascular access practice. Her work includes program development, continuing education, publication, research, speaking, manufacturer education, product consulting, and clinical vascular access expertise.

About
PICC Excellence offers more than 80 online educational programs to hospitals and individuals, from large hospital systems to the smallest long-term care centers. A nurse for more than forty years, Dr. Moureau has focused on vascular access specialization and education development, applying her experience in pediatrics, neonatology, acute care, home infusion, research, and product consulting to provide information and answers on vascular access device issues and practical application for the practicing clinician.
Dr. Moureau received her Bachelor of Science degree in Nursing from East Carolina University in Greenville, North Carolina; attended graduate studies in the Pediatric Nurse Practitioner Program through the University of Florida and Jacksonville University; completed studies in medicine through Cetec Universidad in Santo Domingo, Dominican Republic; and completed doctoral work in Brisbane, Australia. Her PhD was awarded following thesis submission and acceptance by Griffith University’s School of Nursing and Midwifery in 2017.
Nancy’s specialized training was received at hospitals in the United States and internationally. Her education includes PICC training through MD Anderson Cancer Center, ultrasound training through Vanderbilt University Medical Center and Tampa General Hospital, and implanted-port training through facilities in Scotland, the United Kingdom, and Italy. Training areas included ultrasound, PICC, internal jugular, tunneled catheter, axillary, and port insertions.
Dr. Moureau received CRNI certification through the Infusion Nurses Society in 1987, CPUI certification as a PICC Ultrasound Inserter in 2009, and VA-BC board certification through the Association for Vascular Access in 2010. She is qualified as an Ultrasound Certified PICC Trainer in basic, Modified Seldinger, and advanced PICC procedures.
She has served the Infusion Nurses Society and the Association for Vascular Access in numerous leadership and committee roles and has presented at local, national, and international conferences.
Dr. Moureau chaired the International Consensus Forum for the World Congress of Vascular Access Standard Minimal Requirements for Central Venous Access Devices and co-chaired the Skin Impairment and Management for CVADs taskforce. She is an Adjunct Associate Professor with Griffith University and a member of AVATAR, the Alliance for Vascular Access Teaching and Research Group.
Industry Expertise
Consulting services are available for manufacturers and companies for product review, new product development, research and FDA trial consulting, market overview, education development, and guidance on subjects and products related to vascular access.
Companies may establish a project-based retainer beginning with a minimum six-month engagement at $4,599 per month. The retainer provides concentrated and immediate access for up to eight hours per month of consulting, coordinated calls, industry networking, research review, and related activities.
Startup companies that are unable to support a monthly retainer may receive consulting on a case-by-case basis at $699 per hour, based on availability. An initial 30-minute contact and discussion is offered without charge.
Initial meetings may be arranged virtually or at conferences. Consulting references are available upon request, and companies are encouraged to review Dr. Moureau’s LinkedIn profile and recommendations. All work is focused on delivering strong value and return on the consulting investment.

Conferences & Events
PICC Excellence provides speakers for conferences and vascular access events. Clinicians, including Nancy Moureau, BSN, RN, PhD, CRNI, CPUI, VA-BC, speak on current issues involving patient safety and vascular access. Speakers are available for international, national, and local conferences on established topics or customized presentations developed for a specific event.
Speaking venues include chapter meetings and conferences for the Infusion Nurses Society, Association for Vascular Access, Association for Professionals in Infection Control and Epidemiology, American Association of Critical-Care Nurses, Emergency Nurses Association, and other professional organizations.
Speakers are active instructors who provide training for PICC teams, Basic PICC education, IV Therapy Mastery, Ultrasound Mastery, and other on-site hospital needs. Hospitals and facilities may arrange workshops, topic presentations, or one-to-three-day educational offerings.
Programs may be customized for a meeting or convention. Sponsorship for travel expenses and speaker honorariums is required.
Medical Review & Expert Opinion
Dr. Moureau is available for legal consulting, medical-opinion review, and expert-witness testimony involving PICCs, Midlines, intravenous therapy, and vascular access. Her work, research, clinical activities, and instruction support affidavit development, deposition preparation, medical review, and testimony.
PICC Excellence offers expert medical review of patients and therapies involving PICC lines, Midlines, intravenous infusions, and issues affecting adult, pediatric, and neonatal patients. Services may include record review, research, timeline development, strategy development, expert opinion, and testimony.
Rate Structure
Dr. Moureau provides consultation regarding medical cases, expert opinions, research and education, market overview, device evaluation, and device development. Her clinical expertise includes adult and pediatric vascular access, Midlines, PICCs, central and peripheral access, home care, neonatology, geriatrics, standards of practice, intravenous therapy, ultrasound, insertion, complications, prevention, and standards of care.
